An extension programme states the situation, prioritised problems, educational objectives and proposed solutions. A plan of work specifies who will do what, when, where, with which resources and how results will be reviewed. Programme planning is a continuing decision process with people, not merely filling a form. Distinguish a need from a demand and a root cause from a visible symptom.

प्रसार कार्यक्रम परिस्थिति, प्राथमिक समस्या, शैक्षिक उद्देश्य और प्रस्तावित समाधान बताता है। कार्ययोजना में कौन, क्या, कब, कहाँ, किन संसाधनों से करेगा और समीक्षा कैसे होगी, स्पष्ट होता है। नियोजन लोगों के साथ लगातार निर्णय प्रक्रिया है, केवल प्रपत्र भरना नहीं। जरूरत और माँग तथा मूल कारण और दिखाई देने वाले लक्षण में अंतर करें।

Use reliable local evidence, representative participation, clearly stated objectives, priorities based on importance and feasibility, coordination, flexibility, continuity and built-in evaluation. Recognise different household needs instead of equating the loudest demand with community consensus. Record assumptions about resources and risks so that a programme can be revised when conditions change.

विश्वसनीय स्थानीय प्रमाण, प्रतिनिधिक भागीदारी, स्पष्ट उद्देश्य, महत्व और व्यवहार्यता से प्राथमिकता, समन्वय, लचीलापन, निरंतरता और मूल्यांकन रखें। सबसे तेज आवाज को पूरे समुदाय की सहमति न मानें। संसाधन और जोखिम की मान्यताएँ दर्ज करें, ताकि परिस्थिति बदलने पर कार्यक्रम सुधारा जा सके।

Collect facts and analyse the situation; identify problems and causes; agree on priorities and objectives; examine alternatives; prepare an action plan; arrange resources and responsibilities; implement educational activities; evaluate; and reconsider the situation. Textbooks divide this cycle into slightly different numbers of steps. Explain the logic and feedback rather than memorising a number without understanding.

तथ्य एकत्र और परिस्थिति विश्लेषण, समस्या-कारण पहचान, प्राथमिकता-उद्देश्य सहमति, विकल्प जाँच, कार्ययोजना, संसाधन-जिम्मेदारी व्यवस्था, क्रियान्वयन, मूल्यांकन और पुनर्विचार करें। किताबों में चरणों की संख्या थोड़ी अलग हो सकती है। केवल संख्या याद करने के बजाय क्रम का तर्क और प्रतिक्रिया समझाएँ।

A good objective names the audience, desired change, conditions and time. Link each objective to an indicator, baseline, target, data source and responsibility. ‘Twenty meetings held’ measures delivery, while a correctly completed farm record measures a learning result. A comparison before and after can describe change, but by itself does not prove that the programme caused all of it.

अच्छा उद्देश्य लक्षित समूह, वांछित बदलाव, परिस्थिति और समय बताता है। उद्देश्य के साथ संकेतक, प्रारंभिक स्थिति, लक्ष्य, सूचना स्रोत और जिम्मेदारी जोड़ें। ‘बीस बैठकें’ सेवा वितरण है, जबकि सही भरा कृषि अभिलेख सीखने का परिणाम है। पहले-बाद का अंतर बदलाव दिखाता है, लेकिन अकेले उससे पूरा कारण कार्यक्रम सिद्ध नहीं होता।
