Monitoring is the continuing collection and review of information about implementation and progress. Evaluation systematically judges relevance, implementation, results or value against questions and criteria. Monitoring asks what is happening and whether corrective action is needed; evaluation asks how well and why. Evaluation can occur before, during or after a programme, so it is not only an end-stage exercise.

Inputs are resources; activities are actions; outputs are delivered products or services; outcomes are changes in capability or practice; impact concerns wider or longer-term effects. Link each indicator to a definition, baseline, target, data source, frequency and responsibility. For example, number trained is an output, correct performance is a learning outcome, and sustained useful application is a later result.

Formative evaluation supports improvement during development or delivery; summative evaluation assesses results at an appropriate stage. Process evaluation examines implementation, while outcome evaluation examines change. Methods include observation, skill tests, interviews, records, surveys and participatory review. Use triangulation, clear sampling and consistent measurement. Satisfaction surveys are useful but cannot alone establish learning or adoption.

Report the denominator, time, missing data, subgroup differences and limitations. A before–after increase may reflect weather, prices or other support as well as extension; causal claims need stronger design. Discuss findings with participants, agree on corrections and document follow-up. Evaluation is for learning and accountability, not only finding fault or producing a favourable report.
