Social Control: Meaning, Need and Means
Rural Sociology & Educational Psychology · B.Sc. Agriculture
Read a concept in either language → explain it in your own words → apply the village example → answer the self-check without looking at the key.
Meaning /
Social control comprises the ways a society or group encourages conformity to norms and regulates behaviour. It operates through expectations, learning, approval, disapproval and authorised rules. It is broader than policing and not synonymous with punishment. People can internalise norms, following them even without supervision. The same setting may use formal and informal control together.
Why it is needed /
It supports coordination, predictable conduct, protection of shared resources, resolution of disputes and fulfilment of responsibilities. Without agreed rules, joint machinery use or irrigation can become unreliable. However, existing controls can also protect privilege or suppress participation. Evaluation should ask whose interests are served, whether rules are fair and whether people can question decisions. Social order alone is not proof of justice.
Informal means /
Customs, folkways, mores, shared beliefs, public opinion, advice, role models, praise and criticism influence conduct without a specialised enforcement system. For example, a group may appreciate a member who returns a shared tool promptly. Informal influence is often powerful in close networks, but it must not be used to justify harassment, humiliation or exclusion. Cultural practices vary and may change.
Formal means and sanctions /
Formal control uses explicit rules administered through authorised structures: laws, institutional rules and written organisational procedures. A sanction is a response to conduct. Positive sanctions reward conformity; negative sanctions express disapproval or impose a consequence. Formal/informal describes the system, while positive/negative describes the response: these are independent classifications. A written certificate of appreciation can therefore be a formal positive sanction.
Extension application /
Help a group formulate understandable rules with participation: access, contribution, records, complaint handling and review. Explain the purpose and demonstrate the behaviour expected. Use respectful feedback and proportionate, agreed procedures rather than threats. Review whether women, smallholders and less influential members can use the rules and raise concerns. Extension is educational facilitation, not unlimited authority over farmers.
Apply it: a village situation /
A machinery group keeps a written booking register and publicly thanks members who return equipment on time. The register illustrates formal procedure; appreciation illustrates a positive sanction. Ask whether a complaint process exists when the booking rule is ignored.
Your task / आपका कार्य: Name the concept, identify evidence in the situation and suggest one justified extension action.
