Learning objectives
Distinguish project identification, selection, formulation and appraisal; prepare a coherent project report and explain the basic management cycle.
From idea to formulated project
Project identification recognizes a possible investment or service opportunity. Selection compares alternatives against market need, resources, risk and objectives. Formulation converts the chosen concept into an operational and financial plan. Appraisal critically assesses whether the plan is feasible and worthwhile. Implementation allocates responsibilities and resources; monitoring compares actual results with plans.
A project report communicates the logic of the enterprise, rather than merely listing equipment. The market plan determines sales; sales determine capacity and inputs; those requirements determine investment, operating costs and funding. Contradictions between these sections usually indicate weak planning.
Essential report structure
- Executive summary: enterprise, customer, investment, funding and key findings.
- Promoter background: skills, experience, roles and contribution.
- Market assessment: customer segments, evidence of demand, competition, pricing and channels.
- Technical plan: location, process, capacity, equipment, inputs, quality and utilities.
- Organization: ownership, staffing, governance and operating procedures.
- Implementation: milestones, dependencies and responsibilities.
- Financial plan: project cost, funding, working capital, projected statements and appraisal.
- Risk and sustainability: key uncertainties, safeguards, waste and resource use.
- Annexures: quotations, survey findings, assumptions and supporting documents.
Financial consistency
State physical quantities and prices separately. Sales revenue equals quantity sold multiplied by selling price, after allowing for returns and discounts where relevant. Capacity is potential output, not guaranteed sales. Include utilization ramp-up, yield losses and seasonality. Working capital depends on inventory, customer credit and supplier terms.
Separate operating costs, asset purchases, depreciation, loan principal and interest. Depreciation is a non-cash expense; principal repayment is a financing cash outflow rather than an operating expense. Forecast profit and cash flow separately. Test lower sales, higher input costs and delayed collections instead of presenting only an optimistic case.
Enterprise management
Planning sets goals and methods; organizing allocates work and resources; staffing develops people; directing coordinates and motivates; controlling compares results with standards and initiates corrective action. For a small dairy unit, management connects procurement, quality testing, processing, delivery, records and collections.
Worked planning check
A processing unit can make 1,000 packs per month. At 60% utilization it produces 600 packs; if 5% are rejected, saleable output is 570. At ₹100 per pack, revenue is ₹57,000, not ₹1,00,000. If buyers pay after 30 days, some revenue may remain receivable at month-end. A report must reflect both the output loss and collection delay.
Common mistakes
Avoid copying a sample report without adapting assumptions, treating a subsidy as certain, equating machinery capacity with demand, omitting owner labour and ignoring replacement or maintenance. A useful report makes assumptions visible so reviewers can challenge them.
Revision and assessment
- Differentiate formulation and appraisal.
- Compute saleable packs and revenue in the example.
- Why can a profitable enterprise have a cash shortage?
Answer guide
- Formulation develops a detailed plan; appraisal evaluates its feasibility, returns and risks.
- 1,000×0.60×0.95 = 570 packs; revenue = 570×₹100 = ₹57,000.
- Cash may be tied up in inventories and receivables or spent on assets and principal repayments.
