Learning objectives
Plan staffing requirements, distinguish turnover measures, compare remuneration methods, and link employee development with enterprise performance.
Meaning and manpower planning
Personnel management concerns acquiring, developing, coordinating and retaining people to achieve enterprise and employee goals. Manpower planning forecasts the number and skills of workers required, compares them with available capacity and plans recruitment, training, redeployment or scheduling. It should account for seasonality, leave, fatigue and the quality of work, not simply headcount.
Begin with tasks and workload. Prepare job descriptions covering responsibilities, reporting relationships, skills and performance standards. Estimate labour hours required at realistic productivity. A packing unit handling 2,400 packs daily at 300 packs per worker-day needs eight productive worker-days; additional coverage may be necessary for leave, cleaning, quality checks and supervision.
Recruitment, selection and development
Recruitment attracts suitable applicants; selection assesses fit using job-relevant criteria. Induction explains duties, safety, quality, attendance and reporting. Training develops task competence, while development prepares employees for broader responsibilities. Use demonstrations, supervised practice and feedback to verify learning. A person being present at training does not prove competence.
Labour turnover
Turnover describes movement out of and into the workforce. Common measures use average workforce in the denominator. Separation rate = separations ÷ average workforce ×100. Replacement rate = replacements ÷ average workforce ×100. A flux measure may use separations plus accessions; some textbooks use separations plus replacements. State the adopted convention explicitly because these definitions produce different values.
If opening workforce is 40 and closing workforce 50, simple average workforce is 45. With nine separations, the separation rate is 9÷45×100 = 20%. This does not identify causes. Investigate pay, supervision, housing or transport, safety, seasonal contracts, growth and personal reasons. Avoid interpreting all turnover as poor management; some exits are planned or unavoidable.
Wages, salaries and incentives
Time-based pay rewards hours or days worked; piece-rate pay rewards accepted units produced; salary is typically a fixed periodic payment. Incentives may reward output, quality, attendance or team results. Poorly designed piece rates can encourage speed at the expense of safety or quality. Define acceptable output, verification, responsibility for rejects and payment timing transparently.
Total employment cost includes wages or salaries plus applicable benefits, training, recruitment and other employment expenses. Current minimum-pay and employment obligations must be verified for the applicable jurisdiction rather than inferred from these teaching examples.
Retention, fairness and control
Maintain clear expectations, respectful supervision, safe procedures, regular feedback, fair selection and a way to raise concerns. Track absenteeism, turnover, productivity, defects and accidents together. High measured output with rising injuries or rejects is not sustainable improvement. Protect individual employee information when reporting class fieldwork.
Application
For a nursery’s seasonal peak, compare overtime, temporary recruitment and process improvement. Assess cost, training time, quality risk and worker wellbeing before choosing the least expensive-looking option.
Revision and assessment
- Compute separation rate for nine separations and an average workforce of 45.
- Why must the turnover formula be stated?
- Give two risks of a pure piece-rate system.
Answer guide
- 9÷45×100 = 20%.
- Textbooks and organizations use different flux and replacement conventions; unstated definitions make comparisons unreliable.
- Workers may prioritize quantity over quality and safety; verification and balanced performance measures are necessary.
